The accident occurred hear Zoufftgen, near the Luxembourg border, the report said.

An SNCF spokesman said the two trains were sent on the same track after engineering work had restricted traffic to a single track, the report said.

The rail company said the dead include the two train engineers, 10 passengers and a person working on the track.

The report said the passenger train had departed Luxembourg, headed to the town of Nancy in France, when it collided with the freight train.

Officials said some of the injured were trapped in the wreckage.
