Lavrov said his talks with Foreign Minister Anna Fotyga covered a planned presidential meeting, whose venue was not of primary importance.

In a report from Warsaw, the BBC said Polish-Russian ties were at such a low level that a meeting between the two presidents could be held in a third country.

Topics discussed with Polish leaders included Moscow's embargo on Polish meat and food, the radio report said.

Moscow's intention to bypass Poland by constructing a gas pipeline under the Baltic Sea from Russia to Germany was also discussed, but reached no common ground.

Referring to the issue of a possible site for a U.S. anti-missile defense shield base in Poland, Lavrov said Moscow wants clear and frank negotiations focused on a strategic perspective.
