Calif. man proposes sex-offender 'refuge'

SACRAMENTO, Sept. 30 (UPI) -- A California support-group leader says he wants to form a community for sex offenders he says would be homeless if a state ballot proposition passes.

Jake Goldenflame of San Francisco sent a letter to state officials urging them to create a "refuge" for sex offenders who would be barred from living anywhere near schools and parks should Proposition 83 pass in November.

Goldenflame told the Los Angeles Times the measure would uproot scores of offenders from their homes, forcing them either to live underground or on the streets. He proposed setting up a colony on a former military base or some other fairly remote location.

Proponents of Prop 83, also known as Jessica's Law, said the measure would keep potential predators away from places where children congregate. Critics, however, say the requirements are too strict and would make it more difficult to monitor offenders.
