Rice: U.N. plan wouldn't stop all fighting

CRAWFORD, Texas, Aug. 6 (UPI) -- U.S. Secretary of State Condoleezza Rice warns the international resolution proposed for Lebanon only focuses on ending large-scale violence.

Fighting on a smaller scale may continue, she said.

Speaking to the media at Crawford (Texas) Middle School Sunday, Rice answered questions about the resolution proposal and its impact on the ongoing crisis in the Middle East by saying it is only a first step aimed at minimizing large-scale actions.

"It is certainly not the case that probably all violence is going to stop," Rice said in Crawford, where President George Bush is on vacation at his ranch. "But the kind of large-scale violence that is really so hard on the Lebanese and Israeli people, the rocketing into Israel, the major offensive military operations, it's important to get those stopped, but it's a first step."

Rice added that to properly build upon the resolution, an international force would need to be created to help the Lebanese government control the vacuum left by the Hezbollah militia in the southern part of the country.

Rice added that ongoing U.N. discussions of the resolution have appeared promising and she is hopeful for a unanimous vote.
