Senate pushes for abortion decision

WASHINGTON, July 21 (UPI) -- Senate Republicans are pushing for a vote next week on a bill that would give parents a legal right to be involved in a teenage daughter's abortion decision.

GOP leaders have been pushing Democrats for a time frame on the debate, The Washington Times reported. Negotiations are focusing how many amendments the Republican majority will allow Democrats to offer.

The bill would make it a federal crime to circumvent a state's parental consent or notification law by taking an underage girl to another state to help her get an abortion. Violators would face fines and up to one year in prison, unless the abortion was needed to save the girl's life.

"The Child Custody Protection Act would uphold the wishes of the vast majority of Americans who believe parents have the right to be involved in such a serious decision in their child's life," said Senate Majority Leader Bill Frist, R-Tenn.

Democrats called the bill an attempt to score points with the GOP base and provide cover for Republicans who voted this week to expand federal funding of embryonic-stem-cell research.

"It's obvious -- this is a makeup vote for pro-life Republicans who voted for stem cells," said Minority Whip Dick Durbin, D-Ill.
