Deal ends N.J. budget impasse

TRENTON, N.J., July 6 (UPI) -- New Jersey Gov. Jon Corzine announced an agreement Thursday afternoon to end the budget crisis that has shut down much of state government.

Legislative leaders signed on to a 1 percent hike in the state sales tax as long as half is dedicated to relief from the state's crushing property taxes. At a news conference, Corzine said if fiscal stability is restored the entire increase will be used for property tax assistance from 2008 on.

Saturday, as the new fiscal year began, Corzine signed an executive order placing non-essential state employees on furlough. That included Casino Control Commission inspectors, forcing the 12 casinos in Atlantic City to halt gambling operations Wednesday morning.

Once the Legislature approves the fiscal 2007 budget, employees can return to work. Corzine said he expects the process to take 24 to 36 hours.

Corzine blamed the crisis on "years of failed gimmicks" under both Democratic and Republican governors that used one-shot influxes of revenue to balance the budget.

The last time New Jersey's sales tax was increased voters responded by giving the Republicans a veto-proof majority in the Legislature. Democratic Gov. Jim Florio was replaced after one term by Christie Whitman, who made tax cuts a centerpiece of her campaign.
