Poll: Almost half in U.S. creationist
WASHINGTON, July 4 (UPI) -- A report by the Commission for Assistance to a Free Cuba urges the U.S. government to be prepared to aid efforts towards democracy when Fidel Castro dies.
A classified appendix includes steps that could be taken to undermine the Castro regime, The Independent reports.
U.S. President George Bush set up the commission three years ago with Secretary of State Condoleezza Rice and Secretary of Commerce Carlos Gutierrez as co-chairs. The report is scheduled to be released later this week, the newspaper said.
In the report, the commission recommends setting up an $80 million fund to promote democracy during a post-Castro transition.
Ricardo Alarcon, the president of the Cuban parliament, denounced the report, calling its preparation an aggressive act.
"What's most important is that they admit to a secret plan to overthrow another government," Alarcon said. "What on earth could the secret part say when the public part violates all kinds of international law?"
Castro is about to turn 80 but his health appears to be good. He has hinted that his brother, Raul, would succeed him.
