On Friday, Deputy Prime Minister, Defense Minister Sergei Ivanov charged that Progress, a Ukrainian company, had sold six Soviet Kh-55 Granat missiles with nuclear capacity to Iran and six more to China.

"This is the grossest violation of the control regime over missile technologies," Ivanov said.

The Ukrainian Foreign Ministry also denied any illegal sales.
