WASHINGTON, June 10 (UPI) -- Department of Homeland Security officials say Washington's application for aid contained few innovative proposals or ones likely to show quick results.

While the nation's capital is still scheduled to receive the fourth-largest grant in the country, its funding for the next fiscal year was cut 40 percent.

George Foresman, the undersecretary for preparedness, told The Washington Post the risk of a terrorist attack in Washington is high. But he said there were other factors driving down the size of the grant -- including available protection form the military and federal security services.

Washington has already picked "the low-hanging fruit," Foresman said -- security measures that are likely to be cost-effective.

New York's grant was also cut 40 percent.
