N.Korea blames South for train test fiasco

SEOUL, May 26 (UPI) -- North Korea Friday blamed South Korea for Pyongyang's sudden cancellation of test runs on two cross-border railway lines this week.

"Responsibility for the halt of the inter-Korean train test runs lies fully with your side," said Kwon Ho-ung, the North's senior Cabinet councilor, in a message to his South Korean counterpart, Unification Minister Lee Jong-seok, the Korea Herald reported.

The message came a day after Seoul officials announced a possible suspension of planned aid to the North due to the abrupt cancellation of the test run Wednesday.

Seoul delivered a protest to Pyongyang Thursday through the truce village at Panmunjeom on the inter-Korean border, calling the delay "inexcusable."

The North's message, carried by the official Korean Central News Agency, said the cancellation was due to the South's refusal to redraw their sea border off the west coast, to the lack of a military agreement to guarantee the safety of cross-border travelers, and an alleged unstable political situation in the South, the newspaper reported.
