
LONDON, May 4 (UPI) -- Russia has been criticized by human rights watchdog Amnesty International for doing little to stop the rapid increase of racist attacks within its borders.
"Racially motivated killings, beatings and discrimination are on the increase" in Russia, said a news release posted Thursday on the organization's Web site to mark the release of the report "Russian Federation: Violent racism out of control."
Citing Russia's Sova Information Analytical Center, Amnesty said that in 2005 alone 28 people in Russia were murdered and 366 assaulted on racial grounds. However, the organization said, the actual figure could be much higher, because many racially motivated crimes are either not reported or not registered as such.
The report included the killings of a 9-year-old Tajik girl and a 20-year-old Vietnamese student, both stabbed to death by gangs in St. Petersburg in 2004.
"As a Council of Europe member about to take its chair, and head of the G8, Russia must comply with its obligations under international human rights law," Amnesty International Secretary-General Irene Khan said.
"The state has a responsibility to protect the human rights of all people on its territory. ... They must challenge and bring to justice those who violate them," Khan said.
