Hamas accepts aid plan in principal

GAZA, April 28 (UPI) -- The Hamas government said it would accept a French proposal to channel payments to Palestinian civil service workers through the World Bank.

But Finance Minister Omar Abdel Razek said payments would have to be coordinated with the government, the Middle East Times reported.

The Palestinian Authority is in a financial meltdown since the United States and other countries have cut off aid following the Hamas electoral victory. Israel has frozen taxes and fees it collects for the authority.

Government employees have not been paid since March.

Under French President Jacques Chirac's proposal, a special account would be set up at the World Bank for foreign aid and used for direct salary payments.

"In principle we don't have a problem with that," Razek said.
