
WASHINGTON, March 28 (UPI) -- U.S. President George Bush said terrorists in Iraq are following the lead of Saddam Hussein in fomenting sectarian and ethnic violence.
Speaking Tuesday after a Cabinet meeting, Bush said he was planning a speech Wednesday on the situation in Iraq. The president has been making appearances related to the third anniversary of the start of the war in Iraq as both his personal popularity and U.S. public opinion of the Iraq war have sagged, as shown by polls.
He said Saddam "exploited the ethnic and religious diversity of Iraq by setting communities against one another. And now the terrorists and former regime elements are doing the same. They're trying to set off a civil war through acts of sectarian violence."
Bush closed his statement by saying two Cabinet members who have resigned were honored during Tuesday's meeting. White House Chief of Staff Andy Card announced Tuesday his intention to leave the White House while Secretary of the Interior Gale Norton said on March 10 she would leave her position.
