Prodigy, 21, about to become doctor

TEL AVIV, Israel, Feb. 27 (UPI) -- Israel's high court ruled Monday that a government plan for additional education funding in "areas of national preference" discriminates against Muslims.
The plan qualifies 500 Jewish communities as "areas of national preference" while only four small Arab villages are on the list, Ha'aretz reported.
"Equality is the basis of all basic human rights," Justice Salim Jubran said. "Moreover, the education system is the basic tool for the advancement of all communities."
Supreme Court Chief Justice Aharon Barak said the plan "clearly discriminated against Arabs."
The plan was challenged by the Israeli Arab Monitoring Committee and Adalah, a non-partisan legal services group.
