Investigator: CIA secret camps were real

GENEVA, Switzerland, Jan. 14 (UPI) -- The head of a European inquiry into allegations the CIA ran secret detention camps blamed the United States for torture and Europe for ignoring it.

Swiss Senator Dick Marty said he has no doubt but lacks concrete proof of the camps, and European countries displayed "shocking" passivity because they knew about them, the BBC reports.

The United States hasn't confirmed or denied the prisons, but has said it doesn't support torture or use it itself.

The Council of Europe, the human rights watchdog of the continent, called the investigation after allegations of the prisons and suggestions terrorist suspects were transferred to countries that were lax on torture laws.

Marty will give a preliminary report to the council Jan. 23, but said a full investigation won't be done for at least another year.

Marty said it was impossible for the United States forces to fly across Europe without anyone knowing what was going on.

A leaked intelligence document from Switzerland allegedly confirms a number of detention centers in east Europe.

If so, Marty said, the United States would have violated general human rights and the Geneva Conventions barring torture.
