
TOKYO, Dec. 26 (UPI) -- Japan can't normalize diplomatic relations with North Korea until the issue of North Korea abducting Japanese citizens is resolved, a top official has said.
Chief Cabinet Secretary Shinzo Abe told a Tokyo news conference Monday, "We have an unchanged basic principle that there will be no normalization of diplomatic relations without a resolution of the abduction issue," Kyodo News reported.
Japan and North Korea agreed Sunday to form three groups to discuss issues blocking the establishment of diplomatic relations.
The abduction issue has been central to the discussion, with Japan demanding that North Korea provide concrete information about abducted Japanese who remain missing.
North Korea claims that the abduction issue has been resolved.
Japanese Prime Minister Junichiro Koizumi also told reporters Monday that the normalization talks will not make much progress if the abduction issue is not dealt with.
