
LONDON, Oct. 22 (UPI) -- British parents could face fines in the future if their children are caught unescorted in public during school hours, government officials said.
A government education policy paper to be published Tuesday is expected to endorse an advisory group's recommendation that the authority of teachers be enshrined in law, instead of being based on their traditional role "in loco parentis" -- in place of a parent, the Daily Telegraph reported.
"For too many children, fixed period exclusions are seen as extra holiday and they may be tempted to misbehave when unsupervised," said Education Secretary Ruth Kelly.
"There will be a stronger, legal basis for schools to discipline pupils introducing a clear and unambiguous legal right for teachers to discipline pupils backed by an expectation that every school has a clear set of rules, rewards and sanctions."
