
DETROIT, Oct. 6 (UPI) -- Records indicate the Ethan Allen tour boat was overloaded when it capsized and sank on New York's Lake George, it was reported Thursday.
The Detroit Free Press said records it had obtained showed tourists who packed the boat "almost certainly" weighed 1,000 pounds over the state limit for a craft that size.
The weight of the passengers emerged as a crucial issue in the accident that claimed the lives of 20 people, the report said.
National Transportation Safety Board investigators had to stop a test simulating passenger load when the test boat became dangerously unstable.
"We terminated the test because it was unsafe at that point, in our opinion," said Mark Rosenker, acting chairman of the NTSB. "I can say that our tests so far show the Ethan Allen was not appropriately certified for 48 people."
