Bolton softens tone

NEW YORK, Sept. 12 (UPI) -- Contrary to earlier concerns, U.S. Ambassador John Bolton seems to be more conciliatory as the United Nations gets ready for a world summit.

Bolton appeared to be softening his tone on key summit issues like world development goals, the Christian Science Monitor reported Monday.

Bolton is talking less and working harder to bring key votes over to the U.S. side, sources told the newspaper. The summit this week will be attended by more than 150 world leaders who will sign a document on U.N. reforms and goals.

One U.N. official said: "We don't know if (Bolton's) initial approach was just a negotiating tactic or if he's on a fast learning curve, but in any case we've noticed a change, at least in approach."

Bolton's task includes helping build a global goodwill after the bitter debate over going to war in Iraq. The White House also does not want to be blamed for any collapse of a process that takes up some key reforms from management and international human rights oversight to peacekeeping and counterterrorism, the report said.
