BRUSSELS, June 21 (UPI) -- Greenhouse gas emissions in the European Union rose by 1.5 percent in 2003 compared with 2002.

Figures released by the European Environment Agency Tuesday show emissions of carbon dioxide and other greenhouse gases believed to be responsible for global warming up 53 million metric tons. Almost half the rise was due to increased emissions from coal powered plants.

"These figures are disappointing and further reinforce the need for member states to fully implement all the emission-reduction actions agreed at EU level," said Stavros Dimas, the European Commissioner for Environment.

Under the Kyoto Protocol on climate change, Brussels is committed to reduce greenhouse gas emissions to 8 percent below the 1990 level. Averaged over the last five years, emissions are down almost 3 percent. However, the commission says it is still confident the bloc will meet its international targets.
