MEXICO CITY, May 24 (UPI) -- Mexican President Vicente Fox is criticizing lawmakers for not passing key legislation aimed at combating violent crime.

Fox said he was "holding Congress responsible ... for not having approved the bill," El Universal reported Tuesday.

Fox accused two of Mexico's leading opposition parties of banding together to thwart passage of the bill that would have overhauled Mexico's judicial system. The bill is now under review in the Mexican Congress.

Rep. Angelica de la Pena Gomez of the leftist Party of the Democratic Revolution slammed the president Monday for not taking responsibility for his own failures to fight crime and accused him of flip-flopping on the issue.

"This is a desperate president suffering from schizophrenia," Pena Gomez said. "There is a lack of consistency with him and with his party."
