House passes $34 bil homeland bill

WASHINGTON, May 19 (UPI) -- The U.S. House passed a $34 billion homeland security bill to fund recruitment and training of an additional 2,000 border guards.

The legislation, passed overwhelmingly, 424-4, also would create a real-time national communications system reaching thousands of local agencies and a new national cybersecurity division headed by an Assistant Secretary for Cybersecurity.

"This comprehensive legislation is the first of what will be annual authorizations of all the programs and policies of the Department of Homeland Security," said Homeland Security Committee Chairman Christopher Cox, R-Calif.

The reauthorization mandates risk assessments at foreign ports to determine the best ways to screen U.S-bound cargo, streamlines operations of customs and immigration and includes funding for state and local enforcement of immigration laws.

Standards for federal, state and local terrorism drills would be set by a national terrorism exercise program.
