Arrest warrants were issued for each of the defendants, the department said.

The indictment said the senior Graham is a tax return preparer who allegedly misrepresented to clients that he was a certified public accountant. The indictment also said West is a certified financial planner and Welti is an accountant.

Through seminars, purported "workshops" and other means, they and the other defendants allegedly promoted and sold to 220 clients domestic and foreign trust schemes, and erroneously told clients those trusts could reduce or eliminate their taxes, the department said.
