BEIRUT, Lebanon, March 24 (UPI) -- Lebanese President Emile Lahoud vowed Thursday to seek Arab and international assistance to determine who killed former Prime Minister Rafik Hariri.

In a message to the nation marking 40 days after Hariri's Feb. 14 assassination in a massive Beirut bombing, Lahoud said "the culprits, instigators, masterminds, accomplices and the negligents" will be punished.

"The horrific assassination is a black mark in our national history aimed at underminig national peace and stability," Lahoud said.

"We will not rest until we know the truth ... I am determined to resort to all means and seek international and Arab assistance to help uncover the truth and punish the culprits."

Hariri's family has been calling for an international investigation into the killing, something that was previously rejected by the pro-Syrian Lahoud.

The Lebanese multi-sectarian opposition holds Lahoud and Syria responsible for the crime.
