Va. Lt. Gov. Kaine opens gubernatorial bid

WASHINGTON, March 17 (UPI) -- Virginia Democrat Lt. Gov. Tim Kaine began his campaign for governor by pledging to give homeowners tax relief, the Washington Post said Thursday.

"There's a new way of doing business here," Kaine told a small crowd in Roanoke. "Either we all work together to move this state forward, or we slip back into the bitter partisanship and fiscal recklessness of the past."

If elected, Kaine would be the first Democrat since L. Douglas Wilder in 1990 to follow a member of his own party into the governor's mansion. He was joined on his first campaign swing by his father-in-law, former Gov. A. Linwood Holton who, in 1969, became Virginia's first Republican governor in almost a century and by Gov. Mark Warner, who is not seeking re-election.

Kaine will likely face former GOP Attorney General Jerry Kilgore in the general election. State Sen. H. Russell Potts of Winchester, who is running as a self-described "independent Republican" is also trying to qualify for a place on the November ballot.
