Zapatero makes a plea for EU charter

PARIS, March 1 (UPI) -- Spain's leader is plugging the new EU charter in France, where it faces an uncertain future.

In a rare, televised appearance before the French National Assembly, Spanish Prime Minister Jose Luis Rodriguez Zapatero called himself a "convinced" European Tuesday. He said Europe fought for peace and against injustice in the world.

Despite low turnout, Spanish voters passed the charter in Europe's first referendum on the constitution last month.

But the constitution faces a more uncertain fate in France, where French are expected to vote on it before July.

Zapatero's remarks come a day after French lawmakers passed an amendment clearing the way for a referendum on the European constitution.

A new survey by the CSA polling agency found 63 percent support the constitution. But previous polls found popular backing for the charter eroding, amid criticism that it will undermine national rights and social perks.

A number of politicians, including a significant minority block of the French Socialist Party also oppose the document.
