Canada body-parts murder victim identified

QUITO, Ecuador, Feb. 25 (UPI) -- Former Ecuadorian Defense Minister Jose Gallardo was arrested for allegedly buying arms from Argentina during the 1990s, Hoy reports.
Gallardo's purchases, totaling $7.3 million, occurred while a U.N. arms embargo was in effect during Ecuador's short-lived spat with neighboring Peru.
Former Argentine President Carlos Menem is also under investigation for his role in the 1995 sale.
