Benefit cuts threaten Russian army morale

MOSCOW, Jan. 17 (UPI) -- The replacement of fringe benefits with cash payments for Russian soldiers may threaten army morale, Interfax news agency reported Monday.

The planned reform is not expected to lead to any open rebellion or complaints, but it could cause problems to the prestige of military service, Vladimir Shamanov, an aide to Russian Prime Minister Mikhail Fradkov, told reporters.

"Given the mentality of servicemen, they will not put up any protests, but the prestige of military service will certainly be reduced," he said.

Shamanov said offsetting fringe benefits with monetary allowances may result in servicemen refusing to sign new contracts.

"The number of junior officers wishing to resign will also decrease, which in turn may result in losing the future corps of officers," he said.
