Japan's bureaucrats to learn ethics online

TOKYO, Dec. 27 (UPI) -- Japan plans to introduce online training for 300,000 government employees next year, beginning with a course on ethics, Yomiuri Shimbun said Monday.

The National Personnel Authority will link regular ministry and agency employees for training through the Internet.

The first course in the government personnel-training program will be ethics studies. Employees will be briefed and tested on the National Public Service Ethics Law that regulates acceptance of hospitality and gifts from businesses.

To ensure that every employee undertakes such study, the NPA will survey the percentage of employees who take the course and will consider disclosing the figures, the paper added.

E-learning, with its flexibility of time and place of study, is gaining popularity in Japan. An increasing number of English-language conversation classes and certificate courses are being conducted online.
