
MADRID, Dec. 26 (UPI) -- The Spanish Bishops Conference Sunday warned against same-sex marriage and labeled homosexual behavior "reprehensible."
The government of Prime Minister Luis Rodriguez" class="tpstyle">Jose Luis Rodriguez Zapatero plans to address the issue as part of its social policy initiatives and the bishops attempted to head off any legislation legalizing same-sex marriages, the Spanish news agency EFE reported.
"The state cannot recognize this inexistent right except by acting arbitrarily," the Catholic Church said on Family and Life Day.
"Homosexual behavior is always in and of itself ethically reprehensible," the bishops said.
A draft measure giving same-sex marriage equal legal standing with heterosexual unions was approved by the government in October. The changes, which also affect such issues as abortion and divorce, could take effect as early as next year, following debate in parliament.
