
MINSK, Belarus, Oct. 21 (UPI) -- Russia voiced its opposition Thursday to U.S. sanctions against Belarus, saying such a move belongs with the United Nations, Itar-Tass reported.
In denouncing the U.S. Belarus Democracy Act of 2004, Russian Foreign Minister Sergei Lavrov said the United States had overstepped its authority.
"Sanctions should be approved by the U.N. Security Council, then they would reflect the consolidated opinion of the international community," Lavrov said.
In Minsk, a Belarussian Foreign Ministry spokesman told the Interfax news agency the U.S. administration's steps were "deliberately exacerbating relations with (Belarus) and encouraging its allies to do the same."
The act provides for assistance for Belarus political parties, non-governmental organizations and independent media, but prohibits U.S. government agencies from providing loans and investment to the Belarus government, except for humanitarian goods.
The sanctions were directed at President Alexander Lukashenko, who has ruled the former Soviet republic for 10 years. Last weekend, international observers found irregularities in voting that exempted Lukashenko from term limits.
