SAN ANTONIO, Sept. 14 (UPI) -- Gov. Rick Perry Tuesday appointed Wallace Jefferson as the first black chief justice of the Texas Supreme Court.

Perry named Jefferson to the state's highest civil court in 2001 and the judge was elected two years ago.

"With the well-earned respect of his colleagues, the trust of 22 million Texans, and a philosophy that the bench is not the place to make laws but interpret them, Wallace Jefferson will be a strong new leader of the Texas Supreme Court," the governor said.

Jefferson practiced law in San Antonio prior to his supreme court appointment. He is a graduate of Michigan State University and the University of Texas School of Law.

Jefferson succeeds former Chief Justice Tom Phillips, who served in the post for 17 years.
