DOHA, Qatar, June 8 (UPI) -- Qatar's Emir Sheik Hamad bin Khalifa al-Thani Tuesday approved the country's first permanent constitution endorsed in a referendum last year.

The Qatari news agency quoted al-Thani as saying "the new constitution helps achieve our goals in consolidating democratic rule in our dear country."

"Approving a permanent constitution sets the basis for a civic society and people's sharing in decision-making that guarantees public rights and freedoms," al-Thani said.

The constitution was officially approved more than a year after it was adopted in a referendum.

The constitution is to be published in the official gazette.
