Lara is suspected of being a member of the Honduran death squad in the 1980s.

The arrest at Hernandez Lara's home in Wellington, Fla., is seen as an illustration of the federal government's determination to track down foreign torture suspects.

But it as also viewed as a demonstration of the porous immigration policies that allowed the fugitive to return three times.

Nina Pruneda, spokeswoman for U.S. Immigration and Customs Enforcement, said the agency is trying to determine how Hernandez Lara managed to sneak into the country.
