Poland to compromise on EU constitution

WARSAW, Poland, March 23 (UPI) -- Poland and Germany say they believe compromise is possible by the end of June over the stalled European Union constitution.

Polish Prime Minister Leszek Miller and German Chancellor Gerhard Schroeder met in Warsaw Tuesday and agreed that a way could and should be found to complete negotiations on the constitution.

Talks aimed at signing the EU charter collapsed in faiure at the EU's summit in Brussels last December. Poland and Spain refused to cede to German demands that their voting rights in EU decision making bodies be reduced to reflect the size of their populations after EU enlargement.

The 2000 Nice treaty had given Poland and Spain almost equal voting rights with the big four in the EU -- Germany, France, Britain and Italy -- despite having much smaller populations.

The German and Polish leaders declined to indicate what form the new compromise might take. Poland's decision to compromise came after the newly elected socialist government in Spain indicated it would not insist on the old formulas.
