U.S. outlines new Haiti government

WASHINGTON, March 2 (UPI) -- The U.S. State Department Tuesday outlined the structure of Haiti's next government and urged rebels to "lay down their arms and go home."

"Consistent with Haiti's constitution, we're working with the interim president, Boniface Alexandre, to implement the Caribbean Community action plan to form a new government," State Department spokesman Richard Boucher told reporters.

He said James Foley, the U.S. ambassador to Haiti, was in talks with members of the Haitian government, the opposition and other members of the international community to help bring together a tripartite council. The council will have one member each from the Haitian government, the opposition and the international community.

"We expect those nominations soon," Boucher said.

He said the council would then name a seven to nine member council, which would consult with the international community to nominate a prime minister. The interim president would then appoint the prime minister.

Haiti's President Jean Bertrand Aristide fled the country Sunday following three weeks of civil unrest by rebels demanding that he step down.
