
OKLAHOMA CITY, Feb. 17 (UPI) -- Oklahoma Insurance Commissioner Carroll Fisher was indicted Tuesday in Oklahoma City for mishandling education funds and operating a charity illegally.
Fisher and his special assistant, Opal Ellis, were both charged in indictments unsealed Tuesday in U.S. District Court, the Daily Oklahoman reported.
Ellis was charged with embezzling education funds and vending machine profits.
"I don't see any of these charges as mere technicalities," Assistant Attorney General Joel-lyn McCormick told the Oklahoman. "What it amounts to is basically public corruption."
Fisher, a Tulsa Democrat, was first elected insurance commissioner in 1998.
Fisher and Ellis have denied any wrongdoing.
The defendants allegedly placed funds collected from insurance agents for required continuing education into private bank accounts. The indictment accused Ellis of spending some of the money on herself and on an expensive gift for Fisher.
