Palestinians fail to form new cabinet

JERUSALEM, Nov. 4 (UPI) -- An internal power struggle foiled the Palestinian Authority's plans Tuesday to announce a new cabinet.

The Jerusalem Post said the clash pitted Palestinian Authority Chairman Yasser Arafat against Prime Minister Ahmed Qurei over who would become the authority's interior minister, responsible for supervising police and security forces.

A spokesman for Querei told the Post: "We cannot say that there is an agreement between the Prime Minister and the President about the person who would be in charge of the Interior Ministry. Nasser Yousef is at the core of these discussions."

Abbas Zaki, a key member of the Fatah Central Council, said efforts were underway to try to solve the crisis: "Undoubtedly, there is a serious crisis regarding the interior ministry. It's a real problem, but we are making efforts to find a solution."

The newspaper also reported Arafat asked Qurei to remain at the head of a caretaker cabinet. Qurei's response was not immediately known.
