The wave of attacks came on the first day of the Muslim holy festival Ramadan and prompted speculation from one Iraqi deputy minister that Saddam Hussein was behind them.

The Red Cross said it would begin pulling its 35 non-Iraqi staff out of the city while the 800 Iraqis who work there would remain, but without military protection.

Early Tuesday, a suicide bomber blew up a car outside the police station in Fallujah, killing himself and three others.
