
KANSAS CITY, Mo., Sept. 4 (UPI) -- President George Bush unveiled a six-point economic recovery plan in Kansas City Thursday, noting job creation is lagging because of employer uncertainty.
A White House release listed the points as allowing small businesses to pool together to purchase health coverage for workers at lower rates.
Second was reducing the lawsuit burden on the economy, encouraging more class action lawsuits rather than individual ones.
Bush also spoke of "ensuring an affordable, reliable energy supply," including the implementation of a National Energy Plan.
The remaining three elements were streamlining government regulations and reporting requirements, opening new markets for American products and enabling families and businesses to plan for the future.
