UNITED NATIONS, June 10 (UPI) -- A top U.N. official told the U.N. Security Council Tuesday, much still needs to be done in Kosovo, four years into U.N. intervention.
"The successes are evident -- reconstruction of basic infrastructure, restarting of services for the public such as schools, health care and pensions, provision of basic civil documents, a growing professional local police and judiciary, three successful elections and the establishment of municipal and central level self-government bodies," said Assistant Secretary-General for Peacekeeping Operations Hedi Annabi.
However, freedom of movement between the Serb and Albanian communities, meaningful minority participation and the return of displaced minorities to Kosovo remain challenges, he said. The development of local bodies and dialogue between Belgrade and the Kosovo capital of Pristina were also major concerns.
Annabi said the tragic murder of three Kosovo Serb residents June 4 showed there was still a way to go.
