BOSTON, May 15 (UPI) -- Republican Gov. Mitt Romney's proposal Thursday to restructure state government was given little chance of passage in the Democratic-controlled Legislature. A separate proposal to eliminate the office of the politically connected state university system president also appeared headed for defeat.
