Bush to Congress: cut taxes 'all at once'

WASHINGTON, April 15 (UPI) -- President Bush Tuesday urged Congress to lower taxes "all at once." "The debate is not set arbitrary numbers to the package," he said at a Rose Garden appearance to tout his $726 billion in cuts over 10 years. "The goal is to determine what our economy needs."
