Breyer: Detainees can ask courts for help

WASHINGTON, April 14 (UPI) -- Justice Stephen Breyer said Monday that the courts, not the government, will decide whether judges have jurisdiction over terror detainees. The Bush administration has told the federal courts they have no jurisdiction over "enemy combatants" or detainees held in Cuba.
