Wash. gov.: Stress '3 Rs' for graduation

OLYMPIA, Wash., Feb. 17 (UPI) -- Gov. Gary Locke Monday called for public school graduation requirements to focus on the traditional "three Rs," -- reading, writing and arithmetic. Locke said Washington's Certificate of Mastery graduation requirement should stress the basics for a few years before adding science and social studies components.
