States face tough fiscal year

WASHINGTON, Dec. 31 (UPI) -- State lawmakers are gearing up for a tough year in 2003 as the slow U.S. economy and growing local demands are forcing hard choices. Legislatures are struggling to close an estimated $17.5 billion budget gap during the next six months, according to

the National Conference of State Legislatures.
