Calif. ruling cheers gun control groups

SAN FRANCISCO, Dec. 6 (UPI) -- Advocates of gun control Friday called a federal appeals court ruling upholding California's assault-rifle ban a landmark decision that departs from the conventional wisdom. The decision said the Second Amendment guarantees the right of states to organize a militia, but not necessarily to own firearms.
