ACLU says settlement sends warning

NEW ORLEANS, Nov. 14 (UPI) -- American Civil Liberties Union leaders say a court settlement in Louisiana puts states on notice that government funds can't be used to promote religion. Because of an ACLU lawsuit a federally funded abstinence program in the governor's office will be monitored to ensure it doesn't convey religious messages.
