MONTGOMERY, Ala., Nov. 6 (UPI) -- Democratic incumbent Don Siegelman and Republican U.S. Rep. Bob Riley both claimed victory Wednesday in Alabama's race for governor.

Siegelman, making his seventh statewide campaign, claimed victory based on a discrepancy in vote counts from heavily Republican Baldwin County along Alabama's Gulf coast.

"When the votes were counted the first time we were the winner, and we will be the winner when votes are certified Friday," Siegelman said.

He said he would continue with "business as usual" and would not concede to Riley.

Riley said he could not understand how Siegelman was claiming re-election when updated vote totals showed Riley was about 3,000 votes ahead of the 56-year-old Siegelman.

"I cannot foresee any circumstance at this time, that you're not looking at the new governor of Alabama," Riley told supporters in Hoover.

Riley said Baldwin County officials certified their vote count on Wednesday morning. District Attorney David Whetston announced that Riley received more than 31,000 votes in Baldwin County while Siegelman received less than 13,000. An early vote count on Tuesday night had put Siegelman ahead by more than 3,000 votes.

"Baldwin County just came out and certified the election results," Riley said. "The votes never changed. The reporting did."

Siegelman and Riley both claimed victory early Wednesday morning. Later in the day, they both continued to maintain they were the state's next governor.

Statewide vote totals will be certified at noon on Friday.
