SALEM, Ore., Sept. 25 (UPI) -- Oregon's capitol building remained closed late Wednesday after tests determined that a mysterious powder found in a mailroom was not hazardous. The Oregon State Police said initial tests for several hazardous substances came out negative, and personnel in the mailroom were allowed to go home.
